Crime is down in Memphis, thanks to the Memphis Safe Task Force, but there are still concerns about illegal aliens and the impact on housing costs and wages. The city's school system is also a major issue, with the University of Memphis Campus School being one of the most successful in the state, while the Memphis-Shelby County School District is struggling. State Senator Brent Taylor and State Representative Mark White discuss their plans to address these issues and make Memphis a safer and more prosperous place.

Look, it was a great football game. Ole Miss got robbed at the end there, but it is what it is. And they had a great season.

So, anyway, our condolences to all of you Ole Miss fans today. But that was one heck of a football game. And, of course, tonight you got yourself another one with Indiana and Oregon in the Peach Bowl in Atlanta. Hello, everybody. I'm Todd Starnes.

This is Starnes Country, and we are broadcasting this morning in the principal Toyota Memphis studio.

So great to have you guys with us today. It is. Going to be an insanely busy news day here in Memphis and really around the nation, really around the world. We'll also be talking later on today about the situation in Iran. That's going to happen on our national show at 11 o'clock here.

Well, we have a lot to talk about, and two very special guests with us today in studio. We have our good friend, State Representative Mark White, and our state senator, Brent Taylor. Guys, good to have you with us today. And look, I know next Tuesday it's going to be pretty insane as the General Assembly is gaveled into. Session.

Mark, good to see you. Good morning. Good morning, Todd. Thank you. And Senator Taylor, have you been like during the offseason?

I'm just wondering what you guys do. Do you like spend time working on your clever little sayings and things of that nature?

Well, it depends on who you ask. I think the DA would say that I don't focus on much more than him during the summer, but that's not necessarily true. I stay busy with constituent complaints mainly and thinking and talking to folks about what legislation we might need to pursue in the next legislative session. On that note, by the way, our friends over at Elwood Shack put out a statement. They're creating a new sandwich, and it was like some sort of a boneless rib.

So it's kind of a limp rib without the bone. And they're looking for a name, and whoever names it actually gets. A free sandwich, and I insert, I actually submitted a name. I wanted to call it the Mulroy. What do you think?

That would be aptly named because it doesn't have a backbone. Or you could call it the Mayor Harris because he's been an absentee mayor for seven years and he gets in the last year in office. And it's like he ordered a backbone from Amazon. It finally showed up. He strapped it on and went outside to see what he could do.

And he looked at crime. And I'd be damned if he didn't pick the wrong team.

So, Todd, if he invites you to a Harlem Globetrotters game, just know he's going to root for the Washington Nationals or the Washington Generals. Mark, maybe Todd, this is why I love working with this guy. I was about to say you and I can just sit back and just let him take it away here. Exactly. Guys, I want to start out with crime and the Memphis Safe Task Force. There's a lot of anger. Finger on the left over the work of the task force. I know we hit the 100-day mark this week, and it's really phenomenal when you look at the numbers. The mayor, Senator Taylor, Pretty much taking full credit for what happened with not even mentioning President Trump or the work of the feds or yourself or our delegation in D.C.

Well, I'm just glad crime is down. As a matter of fact, Todd, I looked at the stats this morning before I came over. There have been 5,500 arrests. 57,000 traffic stops, 1,300 recovered firearms, 733 vehicles recovered. Crime is cut in half.

And probably the most important statistic is the fact that they have rescued 135 missing.

So Look, it really doesn't matter if Mayor Young gives credit or gives credit. The important thing for Memphians is that crime is down and people feel. Todd, that crime is down. And that's the most important thing because perception is what drives people's behaviors. Mark, are you seeing that as well?

Is there a different vibe in the city now, in the county? There absolutely is. I was talking to someone who went to a Grizzly game just two nights ago, and they got out and they walked over to Bill Street. And I said, Did you experience anything? He said, No, everybody was going there enjoying themselves.

So, yeah, this is the best thing that's happened for Memphis. Let me just point this out. Wasn't it great to hear President Trump the other night after they captured Maduro? And when the whole world was listening to his speech, he talked about crime being down in Memphis. That's what we need because we want to bring businesses into this community.

See, I love that, and that is so vitally important. And again, when you look at what's happening with Elon Musk, by the way, you know, the developments not only here in Memphis, but across the mid-south, South Haven. And then yesterday we got word from the Memphis Police Association, Elon Musk, his foundation, donated $50,000. To the police foundation. I mean, these are exciting times, Senator.

Is this what you thought was going to happen once we got crime under control?

Well, I I knew That it was possible, not necessarily for those things. I didn't realize that. Uh, between my $100 contribution and Elon Musk's contribution, that Elon and I would contribute more than $50,000 to the Memphis Police Association. You're a generous man. But I knew.

that Memphis could be a safe place and we did not have to live with this culture of criminality. And we did not have to put up with this lawlessness that we deserved better. It was just a matter of holding our leaders accountable to make sure that they. Allowed the police department to do what we know they could do best. To that point, last night, of course, there was a big rally, and it looks like many of the other rallies are the protests that are happening around the country when it comes to ICE.

And, of course, we've got a big problem with illegal aliens in addition to the regular run-of-the-mill gangbangers here in this town. And you've got ICE agents that are rounding up these illegals. And, of course, they have now been targets of these domestic terrorist attacks. We had the one in Minneapolis, there was another in Portland last night. And, guys, you just have to appreciate the stupidity of the mainstream media coming out and the Democrats condemning the shootings.

Apparently, somebody used one of their vehicles to try again to target these ICE agents. And it turns out that these two people, we now learn, were members or at least affiliated with the Trende Aragua Venezuelan gang. Representative Taylor, your response to these people that are out there protesting. Law enforcement standing alongside the criminal element here. Right, th what amazes me, thank you.

What amazes me, let me just say this, about those who oppose ICE, our fellow agents coming into our communities to try to restore law and order. Let me tell them this. Your fault. Because for four years you supported an administration that 20 million we think could be more than that. The problem is we don't know.

20 million people came into our country unvetted. They came into our communities. They are preying upon the innocent. And now this is a natural pushback to say, hey, we got to get this chaos under control.

So the fact that you allowed 20 million to come in and now you don't want Federal agents to protect the law-abiding citizens, shame on you. Senator Taylor.

Well, first of all, it's a tragedy that a lady in Minneapolis lost her life, but the reason she lost her life Was not because of the ICE agents, it's because the liberals Gaslit this woman into thinking that she could do whatever she wanted to in the name of social justice. And that should be a red flag to any here in Memphis that think they want to interfere with law enforcement simply doing their job. And, Todd, let me just say this about. About illegal Uh A lens. They are driving up housing costs.

They're driving down wages. And they are impacting Memphians because Memphians can't afford their homes, they can't find jobs necessarily. And it's important that ICE is here doing their job. And just know this. I like Memphis the way I like my sweet tea.

And that's with a lot of eyes.

Well said. You know, we have a Democrat here, Gabby Salinas, came out yesterday, announced she is introducing legislation this session that will ban ICE agents from being able to go into a school, going into a church, and conducting any kind of operations. Representative White, your reaction to that, and do you think this legislation is going to go anywhere in our supermajority Republican General Assembly? That will not go any further than her thought process because that does not represent the General Assembly of Tennessee. State Representative Justin Pearson, Senator, said the woman who tried to kill the Minneapolis ICE agent was, quote, doing what faith and scripture called for us To do.

Scripture does not call for us to use our vehicles as weapons, Senator, at least my reading of the good book. It does not. And. Going to Representative Salinas' bill. Um I'm not sure what she's thinking because state law, you cannot pass a state law that trumps.

a federal law enforcement agency's ability to enforce the law. And not only that, where do you draw the line? Because she's saying that this bill would not allow ICE agents to go into churches, schools, or hospitals. Where do you draw the line? Are we going to allow people to rob banks and then run into a church, school, or hospital?

Or how about a pedophile? Are we going to let a pedophile run into a church, school, or hospital and stop the police from doing that? Law enforcement has an obligation that when someone has broken the law, they have an obligation to pursue that person wherever they may go so that they can get an apprehension. And uh and the reason Democrats, Todd, can't pass gas in the legislature is because they consistently write their bills in two languages. They write them in English and stupid.

And that's why this bill will not get any further than It won't be any more effective than trying to take swimming lessons on YouTube. All right, we've got to hold up there. Well, here in the studio, we're honored to have State Senator Brent Taylor and State Representative Mark White, the General Assembly, back at it on Tuesday. And Representative White, the school situation here in Memphis, Shelby County, there's still a lot of things up in the air about the upcoming elections and the partisan school board races. What's going to happen? Will the state be stepping in? Do you think you and the senator are going to be able to get your legislation across the finish line?

We have worked very hard on it all summer and fall. While we've been out of session, been working closely with Senator Taylor, and he's in agreement. I think we will. One reason we will is because we have to. We have to look at our school system.

Real quickly, back when we did the municipal school district back in 2013 when the city of Memphis gave up its school charter, we created Germantown, Carrie Rover, Lake, and Arlington, Barton, and Millington. They are now at 69% proficient. Uh Memphis Accounting Schools is 23.4%. Wow, really that low? Right, you average 24%.

University of Memphis that we created their own school district in last the year before last, 74% proficient. They are the highest in the state of Tennessee. What do you make of that, Senator?

Well Representative White and I carried the legislation that created the Innovative School District, which is was the The campus school and made them their own school district. And it is the most efficient and effective school district in the state. And probably that doesn't get enough recognition that we have the best schools. in the state with uh the innovative school district. We also have the worst school district in the state, and that's the Memphis-Shelby County School District.

And so Mark and I have been working all summer. Um The county commission Has shown that they can't be trusted to make good decisions to help turn around the school system. And the Senate bill was very. Was very specific that it relied on the county commission and the county mayor. To help turn the schools around.

And so over the summer, I have come to be with Mark. I think the best path forward is the House version of the bill.

So we've got some work to do to convince some senators and the lieutenant governor that we need to adopt the House bill.

So let's talk about your version of the bill then. What would it do? If this thing crosses the finish line, what happens here in Memphis, Shelby County? What this does is create a nine-member board of managers, experts in their fields. They're all Shelby County people.

This is not state intervention. This is local intervention. This is experts in the field of finance, experts in the field of facilities, academics and curriculum. Those that can make decisions outside of an elected school board and say, this is the way we're going to march. And then to turn things around, they've done this like in Houston, Texas.

Indiana is now looking at it. And we feel it would be very effective here. You know, and when you look at, you know, again, what's working, the state of Mississippi, people from all over the country now are going down to Mississippi. To find out how in the world they were able to turn around their entire education system.

So it can be done. It can be done. Commissioner Carrie Wright, who's now in Maryland, she was the superintendent of Mississippi then, and she came up and spoke to our education committee last year. The main thing she says is Mark. Don't back up.

You've got to keep moving forward. And they had a plan and they stuck with it. Joe Kent is writing in with quite a furiously on our Facebook live stream. Says, also, ask the lawmakers why no one locally seems to know about the staggering 38,000 job loss in Shelby County since 2019. No one seems to know about the University of Memphis school district is not representative of the MSCS population.

But it is. Go ahead, Senator Taylor. Yeah, I mean, the Innovative School District, which is the university school, our campus schools, they. educate kids from every single zip code in the county. And it they're roughly 50-50 racial makeup.

every zip code and it goes to show you when you have effective leadership at a school uh then you can get results and You know, Todd, when we go out on a sunny day and look at the sun, we squint because it's bright. We looked at the Memphis Shelby County School Board. and squint because they're not. And we need to make sure that we just set aside the elected school board. We have a board of managers that will do what is necessary to turn the school system around.

And if we get that, we can start getting really good results and be the premier schools in the state. University of Memphis Campus School does not pre-test any student. When they accept a student, they come in and they have a system on how to teach them reading literacy, math proficiency, and they're showing in their work. 901-260-5926 is our telephone number. I'm just going to throw this out there. I would say that the reason why we may, and I don't know about the validity of those job loss numbers, but I think a lot of it has to do with the school system and the crime. There are a lot of mitigating factors to that. Two things that every community has to have: you have to have crime, which Senator Taylor has been working effectively on, and then you have to have a strong K-12 educational system. We have 8,000 young people in the city of schools, Memphis City schools, coming out, graduating every year out of a system of 100,000.

If only one out of four are proficient, that means 6,000 are coming out, not ready to go into our workforce. And if you're not in the workforce, then you're looking for other areas to make money, which usually gets you into crime. Senator Taylor.

No, I agree. We have to have crime has to be down. We have to have a good education system. And we have to have a good business climate so that we can attract industry and business here to Memphis. Can I get you guys to, I'm putting y'all on the spot here.

Can I get y'all to stick around for one more segment? Is that okay? Because I want to talk about the, there are some other big issues facing the General Assembly. Also, I want to talk about elections. Can y'all stick around for a second?

What's your question? Good morning, Todd. Senator Taylor, Representative Mark White, how y'all doing today? Good morning, thank you. Doing well.

The question is, it's a constitutional question. I I was wondering w what the Uh appeal where the appeal thing is going with the two A about going with intent to carry go armed. Carrying in state parks. Where is The appeal At right now.

Well, they uh as you know when that uh ruling came out that was favorable for the second amendment I actually sent a letter to the Attorney General and to the Governor. asking them not to appeal that decision. They did it anyway. And so it'll make its way through the appellate court. But look, Dean, here's the issue.

Is we've got all these layers of these Jim Crow laws that were stacked on. uh related to guns that were used by the Democrats when they were in control. To try to make sure that certain segments of our population do not have access to farms to protect themselves and their families. And we have to undo that all that. As a matter of fact, there was a uh a news story the other day about somebody here in Memphis that killed a would-be burglar trying to get into their home, and they shot and killed him.

Under our current law, that person could be charged with manslaughter, and they would have an affirmative defense. that they were defending their property or their home or their family. And we need to change that. People ought to have an inherent right to protect them their property and themselves using the Second Amendment. And that's why the framers gave it to us.

Yes, sir. Yeah, I I just saw on a a thing on Facebook post on, I think from 13. saying that he was actually charged with involuntary manslaughter. Unbelievable. And the guy's protecting himself and his property from a would-be burglar.

And that's what's wrong with. With our statue in Tennessee with the intent to go arm statue. We have to change that. And I think the challenge there in that story, and we talked about this yesterday in the morning show, is that the guy chased the burglar out of the house, and that's when the gunfire happened.

So, Dean, Dean. All right. God bless you, Dean. Thank you for listening. And Dean's just a great American patriot.

Guys, we have some breaking news to share with you. This is coming out of Oxford. One of our K-WAM listeners just dropped us a note, said, Todd, there's not a drop of bourbon left in Oxford. Just pass that along.

So, our condolences to the old Miss Nation there.

So let's talk. And by the way, folks, 901-260-5926, our telephone number. Let's talk about some of the other issues because there's a lot of stuff happening at the General Assembly. What are some of the things you're looking at, Representative White? One of the things, of course, my focus is mainly on education as an education chair, and that's where I started my career out as a Teacher and a principal.

We got to continue. I sit on a federal board of education called NAPE National Assessment of Educational Progress. And reading proficiency across the nation is tough right now for many reasons that we got off focus in this nation. And so I'm going to continue to look at this third-grade reading proficiency. What do we need to do to make sure that a kindergarten, first, and second-grade student is learning to read by the time they get to third grade?

Very, very important. If you can fix that, you can fix so many things the rest of education. Senator? Yeah, so I've got several bills, but two of them I will mention to you briefly, and they have to do with crime. One is ties back into the conversation we had earlier about ICE.

I have a bill that will require the Sheriff's Department, when ICE issues a detainer. That detainer requests the Sheriff's Department to hold the illegal alien. Up to forty-eight hours.

Some sheriffs are being real cute and notifying ICE and then releasing them before the 48 hours is up, not giving ICE an opportunity to come and pick them up.

So I have a bill that will require the Sheriff's Department to hold. An illegal alien, if ICE is issued a detainer for the complete 48 hours to give them a maximum amount of time to come pick the alien up. You know, one of the things I love about our K-WAM audience, they're the smartest folks out there. And Dave said, This is an interesting thought, talking about Minneapolis. If that woman, or rather, with the woman, if that woman would have been killed by an illegal immigrant, it would not have made the news.

That's correct. And that's true. And that's sad.

So and if I could just say real quickly, the the other bill that I'm going to be working on is designed to help sustain the gains that we've made with the Memphis Safe Task Force. You know, they've made all these arrests And Three-quarters of those arrests, 75% of those arrests, will have to be dealt with in state court.

So, I have a bill that's the Memphis Safe Task Force DA Accountability Act that will require the DA, whenever he downgrades a charge or reaches a plea agreement with someone that has been arrested under the Memphis Safe Task Force, that he has to put in writing why he is downgrading or reaching that plea agreement. And he has to certify that to the Attorney General, the speakers of both houses, and the U.S. Attorney. You know, we can't. We can't uh mess with his discretion.

He's got discretion as DA. But we can hold him accountable in using that discretion. And if he has to document why he's downgrading a charge, maybe he'll think twice about it. You know, guys, we are seeing some very positive things happening. Of course, we have the Tennessee Ohio Patrol facility going in at, what, Lakeland, and the huge news out of Millington with the International Hot Rod Association rebuilding the speedway up there.

These are some exciting times, I think. And again, we've lost a lot of business. We've lost a lot of population. No doubt about that. But who knows, we might be able to reverse those trends.

I absolutely believe so. I've been, like I say, I've been in Memphis since 1966, and I've seen the ups and downs of this community. Businesses want to come to this. This is why FedEx established here 50 years ago in 1974. We were in the center of population growth.

and not growth, but pop the population of the country. And so this is where businesses want to be here. If we can solve our crime and and create a better educational system, they are going to pour into our community. Yeah, and I hope with the Memphis Motorsports Parkway, I hope when they open it back up that they will allow the public an opportunity to get on the racetrack and speed because we haven't been able to speed in the last three months since the Memphis Safe Task Force has been here, and we need to get that out of our system.

So we want to go back on 240 speeding. I love it. By the way, guys, just hold that thought for just a moment. We do have, this is a real story here out of Bartlett. City of Bartlett says: if you're missing some cows, heads up.

Dispatch advises they have cows that have been located. This is what, Centralia near Brook Hill. They were in somebody's front yard grazing in a subdivision. You never know what you're going to find in Bartlett. That's refreshing.

Well, maybe we need to rename Bartlett to Shelby County's New Delhi, where cows just wander the streets with impunity. There you go.

Well, guys, before we let you go, we have an election coming up, and there has been a lot of focus on getting Republicans to run. And I think that's an important thing. I think healthy debate is good for our city. It is necessary for our city and our county. What do we need to do?

What is your encouragement to people? Because the Republican Party can't hold a gun to somebody's head and say, you've got to run. We've got to have good candidates out there. And you guys, at one point, you guys were just regular folk. What is it that compelled you to run?

And what's your encouragement to others that might be considering that? Representative White, we'll start with you and then Senator Taylor. I would suggest that, number one, as a Republican in this community, if you believe, or no matter what part of the city you live in, if you have Republican values. Take the name of Republican and run on it. Don't worry about that.

Preach that, that conservative values that I believe actually work for our community. And then the reason I got into politics because I've always wanted to make a difference. And you can make a difference because you you um just like right now, I would not be on the radio talking. Uh to to this community if we had not gotten a position.

So just just um Go for it. Yeah, and I would encourage people, if if you look around and if you don't like the way things are, if you don't like living in a culture of criminality or a level of lawlessness, Run for office, get involved. That's what I did. If you like. The fact that we are beginning to turn Memphis around, that we're beginning to make Memphis matter by making Memphis safe, that we're beginning to make Memphis matter by making it employable, by fixing our school system and attracting new businesses.

If you want to be a part of the things that we are moving toward, run for office. And I, you know. This is going to be an election year, and I'm going to make an endorsement right here. on your program, Todd, and that is I endorse Mark White for State Representative. And I'm going to return that and endorse Senator Brent Taylor.

And I'm going to endorse K-Wham as the place to hang out because we're going to be covering all the political news from all different persuasions. We've got Democrats lined up, Republicans wanting to come on the show, and we want to be that place to be able to ask the questions and folks can ask questions of their lawmakers. I think that might cover everything. Welcome back. Great to have you with us here in the principal to you at a Memphis studio this morning. And, you know, I want to talk just real briefly about what just happened here because we do want to provide a platform where not only we can ask our questions of lawmakers like State Senator Brent Taylor and State Representative Mark White, but you can as well. And that was one of the visions I had when I bought K-Wham.

And we wanted to make it a place where not only can you hear from us and our show host, but we also want to hear from you. And I think that's a very important thing. And we really do have the. The smartest audience, radio audience in the Mid-South. You guys asked some terrific questions, and I wish we could have gotten to all of them, but that's okay because we're going to get these guys back.

I mentioned to you that. I know that we've already had a few Democrats on, Marie Fagan's, Harold Collins. I know Anthony Buckner's team has already reached out.

So we have a lot of, even folks on the Democrat side of the aisle, they want to come on because they want to talk to you and they want to pitch their campaign agenda to you. And so that is all credit to the great audience and the faithful audience and the powerful audience because you guys move the needle when it comes to politics here in the Mid-South.

So we're going to be doing more of that, and we'd love to have more of you call in and ask your questions, weigh in. And I have total respect for lawmakers like Brent Taylor or Mark White. They have no idea what you guys are going to ask. They have no idea what I'm going to ask. They don't ask to see my questions in advance, and we don't give our questions in advance.

Coming up at 11 o'clock, right here on the Mighty Die Night of the Todd Stern Show, we're going to have wall-to-wall coverage of what's happening in Minneapolis as well as Portland, where you had two people shot after they tried to ram. They tried to ram Border Patrol agents there in Portland. Also, in Minneapolis, there is now a McDonald's refusing to let ICE agents enter their restaurant. Cup number four.

In this McDonald's in Minneapolis, there's a sign on the door that says ice is not allowed. We couldn't help but notice there's a sign that says no ice on the door. Yeah, just to let you know at the end of the day this is private property.

So you can't just Break the law. Mm-hmm. Because you're a federal agent, it's like coming into your house. Come into any other restaurant. There's rules.

Did the manager put that on the door? How did that get there? I'm not sure, but it's there. How do you guys enforce it? Um They reach the sign.

You know, at the end of the day, you you have all right to come in and make a purchase. It's just there's rules and regulations. You can't just walk behind the counter.

So it turns out that the owner of the McDonald'Donalds franchise is enraged over this. He said that somebody there on the staff posted that this is not some sort of a corporate policy, much like Hilton coming in after the Hampton Inn incident. And they've ordered those signs to be taken down, which is great news. By the way, Hilton, you got to give props to corporate. Do you know that yesterday, and all of this happened in what, 48 hours, where Hilton, the franchise owner, was refusing to rent rooms to government agents there in the Minneapolis area?

Hilton not only said they were disassociating themselves, they sent a crane out yesterday and physically removed the Hampton Inn sign from the front of the hotel.

So they're not messing around.

So well done, Hilton Hotel. And we're glad that you guys are taking a stand there and doing the right thing. Folks, I'm just telling you, we've got a lot happening here in the Mid South, and it's exciting. It's an exciting time to be a Memphian. It's an exciting time to be a Tennessean.

And to see the changes that are happening in our area, to see the massive growth in places like Bartlett in South Haven. And by the way, I went back and looked at the picture. Those look like cows to me. I'm just I've got my reading glasses on.

So Oh, geez, a lou. I'm going to have to go back to Farmer Brown days. But things are happening here and things are hopping. And this is going to be a lot of fun.
