Paul's letter to the Romans chapter 2 explains that all are guilty before God, and that God's judgment takes into account a person's advantages, disadvantages, and behavior. The possession of a Bible drastically increases accountability, and those who have not heard the gospel can still be judged according to their conscience. God's fairness is not about punishing those who have not heard the gospel, but about providing a way for all people to be redeemed through the death of His son on the cross.
