Imagine that. Technical issues. So funny, this morning at six o'clock on my prayer call, we were talking about how Pastor Carl and Lady Devon had been being attacked, technologically cyberattacked. And we have that experience here because, you know, when you want to tell the truth, well, the bad guys don't like that.
So they're going to come after you. I am so pleased that Sandy hooked me up with this guy. Robert Marbut is a renowned specialist and expert in the area of homelessness with the Discovery Institute. And I want to welcome Robert to the program. Robert, welcome. Good to have you. Thank you for having me. Appreciate it. Absolutely.
My sincere pleasure, sir, to have you on the program. So let's get right into this. You know, homelessness is an issue right now.
I mean, I don't think there's anybody who's paying attention. Now, you know, there are a lot of reasons for it. I've been nearly homeless. I've been homeless, actually. My family and I had to sleep in the dining room at some friend's house at one point due to some economic challenges that we faced. And nearly homeless a couple of other times in my life. It's, you know, a lot of Americans are one, maybe two paychecks away or the lack thereof from getting that notification.
Let's talk about it. You're absolutely right how many people are so close to becoming homeless. The other number that's surprising, HUD has about 1.2 million people they identify in their five categories. And Department of Education has five categories it also defines, and it has about 1.5.
So together they're about 2.7. And what I use as a rule of thumb, there's no super map that's just purely anecdotal. For every person experiencing homeless, there's 15, 16 family members that are sort of behind the curtain that are suffering through that situation with that person. They're trying to help them.
They're emotionally, personally, spiritually hurt by that person being in the experience. And so these numbers are really becoming gigantic and they increase way before COVID. A lot of people try to blame this on COVID. That absolutely is not the fact.
The fact was the numbers were skyrocketing before COVID. So let's talk about, I don't know if you can, but I'm going to check my volume. I may have a volume issue over here. Hang on a second. I want to check it because you're coming in kind of low and I want to make sure that we, yep, okay, there we go.
Now we will be fixed. All right, so let's dig into, I guess, the reasons. What do you find are the top reasons that people end up in a homeless condition according to your expert research? And there are a lot of reasons, but by far the number one reason is untreated mental illness with co-presenting substance use disorders. That by far, that's about 75% of the community. It's not everybody. We would never claim it's 100%, but three in four is untreated mental illness. And then what happens is they come along and start self-medicating to deal with their issue.
Sure, sure. Whether it's a drug or whether it's alcohol, I think that's the, you know, and when you talk about, you know, mental illness or you talk about depression, I've battled major depression for many, many, many, many years. And it's, number one, it's an invisible giant. You don't know exactly when it's going to jump out of the closet and come after you. I mean, you really don't know from moment to moment or day to day. And it's not just, it's not an emotion.
You know what I'm saying? You can't look at it and say, oh, well, they're just emotionally this or mentally this. There's a physiological explanation, generally speaking, for what's going on and a spiritual component that if you don't put all of that together and deal with it holistically, you're doing an injustice. Am I speaking out of turn, sir?
No, no, you're exactly right. I'll say when I go out and sort of community forums, I remind people that for decades, we used to treat the diseases above the neck different than the diseases below the neck. And I think they should be, if you have a, you know, a lot of this is biological or, you know, it can be, you know, actually, you know, chemical, it can be, you know, not enough potassium, different things like that. And so I think we have to start saying that the diseases above the neck are just as important diseases below the neck. And we treat them both as medical issues that to me, homelessness is a clinical issue.
And that's what gets me in trouble with a lot of people over on the far left because they want to make it a civil rights, civil liberty, all these other types of issues. And to me, if 75% of the people on the street and that, by the way, number matches what I see, but where that number comes from is the California Policy Lab, which is inside the University of Berkeley, inside the University at UCLA, it's a joint program in those both campuses. And they're the ones who came up with 75% undiagnosed mental health that's causing the leading to homelessness and 76% with substance use disorder. And I see that in my clinical practice and seeing that as I go out into homeless facilities.
So that number totally matches what I see. But that's a liberal think tank. That's not a conservative right wing. I'm not sure how much media they want from me talking about them, but they're spot on in their research. And that's how we have to look at this and we have to stop talking about it in sort of other genres that this is something that's clinical in nature for most of the community.
There are some small groups that are economically driven and, you know, places like Seattle, for example, where housing prices are driven up, by the way, largely by their local political behavior of their county and their city. But we have to start treating it as what it is, for most people, as undiagnosed and sometimes it's diagnosed, but certainly untreated mental illness. It's interesting too, because, you know, for example, the church, when they deal with these kinds of things, they fully, totally spiritualize it, and that's good because there is a certainly, I believe, a demonic, a spiritual, a satanic, an attack on the spirit man that is a part of this. But unfortunately it ends there. It feels like to me most of the time. And then the other side of it, which is the chemical imbalance, and you talk about that separation, you know, my challenges are, and have been for many years, the failure of my pituitary gland and my adrenal gland. They just quit working.
They quit working. And that creates major chemical imbalances that then have to be dealt with. And I have been on and have talked to folks.
I take naturopathics and have for many, many, many, many years, which actually helped me to survive this accident that I was in, which is a whole other story. But the point of it is, so talk to me about that intersection. You know, we're going to have to take a quick break.
We're going to have seven minutes when we come back. Would you say that there is an intersection there that needs to be combined? Absolutely. And you have to work with the person as their sort of body as a whole, every aspect of that. And that's how you can be successful in dealing with this issue. All right. So we're going to talk about that.

Alright, so we were talking about the intersection between the spiritual and the natural, and I mentioned that a lot of times with these kinds of issues, the church tends to lean on the spiritual, which is an important aspect of this. And then on the other side, the medical community wants to just simply pump you full of drugs and disconnect the relationship between the spiritual battle and the physiological battle. The greatest programs that are having success in the space of untreated mental illness with substance use disorders are the people that look at the body as a whole. What sometimes is called trauma-informed care, where you take the physical, the spiritual, the mental, and the community around you. You know, whether it's a smaller family or a larger family, sometimes it's friends, and the greatest programs holistically bring all those components together at the same time. It's not one or the other, it's not this one and not those two, it's bringing that together. And I learned long ago from a great doctor who talked to me, he said that the medical community could learn a lot from the spiritual community, and the spiritual community could learn a lot from the medical community.
And yet there was sort of a wall there for a long time, and I think more and more people are realizing that the more holistic the approach is, that not only will it be more successful in the short term, it has a higher sustaining power for the long term. And you know, sometimes familiar surroundings are not your best friend. I know from some of the counseling that I've done that, you know, I've had people that I've said, you know, there's an opportunity for you to, you know, move or go to a different place or what have you.
And that doesn't mean there's a difference between that and running from your problem, because running from your problem, you're just if the problems here, you know, my wife and I've been married for 36 years. And you know, one of the things that the Holy Spirit spoke to us about very early on, we were both praying separately. You know, I was praying God fix her and she was praying God fix him. And the Holy Spirit said stop. Yeah, no, the Holy Spirit said stop, look in the mirror, because this is where the issue is to both of us at the same time.
If you will work on you, then that will get fixed. And we have noticed that every single time if we've ever run into a rough spot, we've had to stop and do introspection and say, wait a minute, what, where am I in this? Where am I with the Lord? And where am I in this?
Because I can't put on her what only God can do, nor can she put that on me. And I think a lot of times we mistakenly do that to one another. Absolutely. And that goes back to speak of, you got to get healthy first before you can help others. You know, they always teach you in first responders class, please fire an EMS.
Take the oxygen on yourself. Even lifeguards, you know, and they really spend a lot of time both with lifeguards and fire, that if you don't take care of yourself first, you will be useless when you get into the fire, you'll be useless with the drowning person in the pool or out at the beach. You have to take care of yourself first, then once you're in good place, then you move out and help others. And I think that practically applies to exactly what you're talking about. Well, and so to that end, you know, again, it's not running from, but I just felt in my spirit to say there may be somebody out there that is considering an opportunity that takes them away from where they are and they're struggling where they are and they don't seem, they don't feel like they can see the light or what have you. It, you know, this may be a word for you that, hey, it's okay to take that new job or that new opportunity that takes you out of that environment and kind of helps give you a fresh start. Just remember that you've got to keep working on what's going on in here when you get there. In one area that overlaps with what we do a lot of, that's especially true in the domestic violence world, the survivor world, the toxic relationship. You need to remove yourself from that for simply bodily safety and if there are children being abused in that. Everything you're describing is just really critical in that space. And hopefully one day all the relationships can get healed, everybody can get back together, but you've got to start talking safety almost immediately and those type, and that's why that removing from there, you know, start focusing on you first, then your children, then work your way out that circle.
Those are how some of the really good programs approach that and it works. This doesn't work every time I get that, but you have very high success rates if you approach the situation as sort of the whole body, the trauma-informed care, every aspect and don't leave any out, just work the whole system. Robert Marbut is my guest and you can find him at Marbutconsulting.com M-A-R-B-U-T, Marbutconsulting.com We're talking about the issue of homelessness and you know I mean I think a lot of folks you were talking about the extension of that. You know the sixteen or you know what I mean just that spread and so when you talk about you know one point five million here one point two million here and you're drawing from two different baskets by the way. So you're really seriously talking about solid numbers that are two different groups so that's two point seven million multiply that by sixteen now you're talking about thirty to forty million people whose lives are being potentially impacted and affected by this homeless issue. Not to mention the businesses, not to mention the communities and so on that aren't even necessarily directly like you know I don't know Willy you know but you know Willy's got his circle of sixteen but I'm still impacted by him because he's in my neighborhood.
Or in your store front or in your park or across from a daycare. This issue has become so important that it's the top two issues across the top twenty cities in the country now. Never before had homeless sort of bubbled up other than L.A. and San Francisco. I think there had been a long standing that was an issue and last night for the first time ever and I don't want to sort of talk politics but historically the Republicans who have been saying we got to work on homelessness for the first time ever I saw an ad last night for a Democrat running for Congress attacking the Republican being soft on homelessness and that's when you go wow this issue is really starting to become and in several governor's races it's come up in their debates if not the main issue and that's why the policy has to change and you know at Discovery Institute when we put out a report about a week ago one of the things we talk about is the federal policy and the policy is part of the reason why it's made it so bad and it's a program called Housing First where all they do is just give out houses, rents, apartments, vouchers put you in places rather than treating and recovery and my view is you have to treat recovery first in order for the housing to stick and we want it to work we want it to work because it's the right human thing it's the spiritually right we want to help people get off the street and get their lives back together I mean ultimately that's the goal but if you don't fix the person you can stick them in a nice package and put a ribbon on it but what's on the inside is the problem and one of the most disturbing trends in the last two years is California where the death rate has doubled in under 24 months and at first a typical thing they started to say it was COVID turns out they came to me and I got blamed because I was the guy at the White House at that time and I said go look at what the coroners are telling you and I sort of pushed it back to the media and most of the coroners said almost 100% of the growth is about 94% and there's still some data coming in but let's call it 90 plus was because they were put into a hotel with no treatment, no recovery, nobody even checking, no supervision and in their hotels that 6, 7, 8 people have died in a small 25 person hotel and then you add that up with all the hotels are being done it shows you our policy is bad we don't have it right all you're doing is you're putting a bunch of addicts now off the street in a building they're more easily accessible to the dealer to be able to get them the drugs and they're in personal isolation with themselves when the demons come out and the drugs come out and that's why the death rate has almost doubled well it's more than doubled but most of the doubling is because of substance use and so the idea of harm reduction which I think is becoming one of the more dangerous philosophies around that's like waving the white flag of saying I give up on helping you I think our go-to position should always be what can we do to help create an environment for your recovery the best agencies in America will tell you we don't create recovery, we don't fix you or there we create the environment that allows you to fix yourself and work on your issues and those places are doing gangbusters, they're doing great well and can I just suggest this as well when we talk about mental health and folks you've heard me be very transparent this morning about this issue but when you say, and this was one of the problems Michael Conley and I used to talk about this with veterans the veteran suicide rate is outrageous, it's still outrageous and part of the reason that it's outrageous is because veterans are afraid to come in and talk about their issues because, oh now you're labeled as mentally whatever and now they go after your rights okay, well listen my rights are off limits, don't touch my rights okay, because of what I've shared this morning because of challenges that I have that does not negate my bill of rights and my ability to maintain those rights absolutely, absolutely and you know there's another group of first responders that police are starting to see that suicide rate up in my home city of San Antonio there have been several articles lately about just the extra stress that's been put on they're trying to balance I have so much admiration for police and what they're trying to balance now and they're starting to see the suicide rates very similar to law enforcement is with the military with the military, sure, absolutely both of those cultures are sort of, I'm tough enough I'm just going to tough it out and they're not naturally inclined to open up and come in for treatment, recovery, therapy come into the program and it's very challenging for that community again, there's a lack of a sense of a safe place there's a sense that okay, I'm going to share this and now this information is going to go somewhere else and somebody else now is going to label this however they're going to label this and that's the danger and we've got to fight, we've got to push back against that as well you know this idea of HIPAA protecting your privacy is such a joke there's like 347 agencies that get your information through HIPAA but you can't, I mean you individually can't even get your own medical records but 347 agencies that you don't even know about are sitting there holding on to it and consuming it as data to use potentially against you and boy, HIPAA is one of those programs there's some elements, the logic of why we went that way made sense but how it's really getting implemented is really unproductive in the treatment environment because you do have a need to know you don't want everybody just advertising your stuff around but you have situations where two agencies will be working side by side and they can't share the information when at a clinical level, that's what you need to do I mean, we could spend another two hours just on misuse, bad use of what went wrong with HIPAA Alright, so really quickly, we've got about three minutes left in this segment but give me maybe your top three constructive count points that you would just say as a general, these are things you absolutely got to do and this would be true of public policy or a local agency or a family member of yours one is go to a real program with trauma-informed care and the federal government should be funding those, not defunding those so somewhere that's a holistic what we talked about earlier, that's one number two is we need to allow programs, including faith-based programs to allow requirements of a program just like in a Pell Grant, you're required to show up for class have a 2.0, finish in a time frame the federal government has told us you no longer can have any requirements since 2013, you're not allowed to have requirements Requirements on the person seeking care To work the program Right, to actually get engaged and use the tools that they're being given Gotcha And so those are probably your top two and that goes from your individual family to your agency to the federal government and if you gave me a third one with 30 seconds to go I think you have to bring wraparound services and realize that homelessness a roof over your head is part of the problem, absolutely but it can't be, a roof over your head doesn't kick an addiction it doesn't address mental illness and it doesn't get you a job and so you have to be able to have wraparound services in an environment so there's three there for you I got more if you need more No, no, well maybe we'll come back in a minute and get some more but look, holistic, you know, find a holistic care program that's going to take care of the whole person you want to, number two, give me that number two again A requirement? You want to make sure that the person gets engaged that they are committed to the program and stick with it and then you want to give them wraparound which is the tools then a job and skills and things of that nature to help them to be able to help themselves in other words, don't just throw them a fish teach them how to fish so they can learn how to fish again and that's all a part of it and joy to have you on and I appreciate you sticking around and spending the hour with us because this is such an important thing and I want to bring this also because you may be listening today and say you know I'm not homeless I'm not homeless but I battle some stuff I battle things in my mind I battle challenges I battle with as a matter of fact I was watching a reading a study about this issue of depression that indicated that I think something like 75% of Americans are on some form of depression on some form of treatment or have been in the last six months some form of treatment related to the issue of depression Robert This issue is really really critical and the important thing is to be honest about it be transparent to the circle of people that support you In the world of politics and government I always say only listen to the people who 100% care for you and they're the people you need to listen to your pastors the family who supports you your friends that are for you don't listen to the people who just want to throw the rocks in but when a group comes around you and says can we go help you can we put you in a program that's going to close the session whatever it might be that's the point when people who you trust that they have your best intention that's the time to listen and to take opportunity there's a lot of places that you can get help I've become much more optimistic now that we have a national hotline some of those things we've turned the corner we've got a long way to go we've turned the corner and the other is the stigma you know being sort of having the stigma of mental health you know led people never to get treated and that's the saddest part some of this I've seen some people in sort of pretty psychotic states and find out that a very simple light touch intervention pulls a person totally out and again it's always trauma informed care but when you see that you go we really need to do more of this and we have to say it's okay to go get help when you need it absolutely I think a lot of the freeing of it is just being able to identify you know we all have good days and bad days I mean that's just a reality we have good moments and bad moments and it can be us I mean it really can and I remember a pretty prominent pastor his wife they announced it at the service they said tonight at 6 o'clock if you'd like to see the pastor's wife she's going to be talking about depression severe depression, pretty acute depression and so a lot of people went and such and she got up and said before we start I'm going to give you my personal story and the room was like just you know and that was the very first time and that was about 15 years ago but that was the very first time I saw in the church environment saying we're going to come along we're going to help this person and that's what we talked about earlier it's spiritual, it's medical it's the community it's the physical sometimes it's nutrition you know we talked a lot about in the world of homelessness that dehydration and nutrition and sleep deprivation exacerbates everything you have going on on the street it makes everything worse it makes decision making not as good and you know what you do on the street and start saying come here and you're only sleeping two or three hours a night you have bad nutrition you're dehydrated because you don't want to get in trouble going to the bathroom on the street it just will exacerbate everything you got going on well you know and I remember a reporter who went and spent I think like a week or two weeks something like that on the street and that was one of the things you're literally chilled to the bone and you can't get warm you know things that we kind of take for granted you know you can't experience I remember getting stuck in Las Cruces New Mexico a number of years back our bus had broken down and we ended up with carbon monoxide poisoning and inside the bus the best we could do with all the heaters going was 38 degrees and we were I mean you know and thank God there was a church that said hey we'll buy you a hotel room but I'm going to tell you man I got into that shower and I'm a really warm person I mean just my body is generally warm I was frozen to the bone and it is when you're in the elements of the street at wintertime you know the cold you're describing and I got to tell you in the summertime in places like Tucson, Phoenix and all places Las Vegas where you have dehydration and it's 110, 115 and you're out and exposed it goes both both seasons I remember watching a TV series here I'm from San Antonio and so a local Channel 12 reporter Steve Spreister did this special and he talked about how cold it was on the street and how you know where do you find food where do you find clean water and such and he talked about he had no idea and he did one of these live on the street and it just opened the eyes of so many people Amen We're going to run out of time real quick
