God uses ordinary, mundane tasks to shape our hearts and develop our character, as seen in David's life. He takes time to prepare his leaders, often in the wilderness or pasture, where they must show faithfulness in the small things. This principle applies to all people, regardless of age, and is not limited to biblical leaders. Ultimately, God's plan is to make us like Jesus, who was anointed and filled with the Spirit, but then went to the cross to save us.
